Executive Chairman Dubai Aviation City Corporation
Khalifa Al Zaffin is the Executive Chairman of Dubai Aviation City Corporation (DACC), a government of Dubai entity formulated to cement the emirate’s leading position as a logistics and aviation hub. The expansive scope of DACC includes, the management and strategy of Dubai’s twin aviation hub: the Dubai International Airport and world’s largest airport in the making, the Al Maktoum International Airport. The far reaching purview of DACC also includes Dubai South and Dubai Aviation Engineering Projects, the construction arm of the Dubai aviation sector dedicated to developing the infrastructure and enhancing the capacity of airports.
At the forefront of Dubai’s dynamic aviation expansion, Al Zaffin is an eminent leader in the industry. He plays a key role in formulating economic, investment, fiscal policies and strategies in support of the emirate’s overarching aviation vision, with emphasis on planning, execution and building the region’s first master planned airport city, Dubai South.
An integrated city that spans 145 square kilometres and built around the Al Maktoum International Airport, Dubai South, home to the Expo 2020 Dubai, is integral to maintaining the emirate’s position among the top global centers for trade and transportation, as well as a leading business hub. It serves to boost Dubai’s status as the aviation capital of the world and will ultimately host 1 million people and create 500,000 jobs.
With a view to achieving long-term growth and prosperity and building a future-proof dynamic destination, Al Zaffin’s ingenuity is the key driver powering the strategy, execution and operations of Dubai South.
Prior to his two decades of experience in aviation, Al Zaffin was a Senior Project Engineer at Dubai Aluminum Company Ltd. (DUBAL) and currently serves as board member of the Executive Council for Infrastructure Affairs, Dubai World Trade Center, Cleveland Bridge and Deyaar. Al Zaffin is also Member of the EXPO 2020 Dubai Higher Committee.
Al Zaffin is a graduate of Arizona State University and holds a Bachelor’s of Science degree in Chemical Engineering and outside his work, he has a broad range of academic, cultural and public service interests.
Board Director & Company Secretary General Counsel, Dubai South, DACC
Humaid Alshamsi is the General Counsel of Dubai Aviation City Corporation where he is responsible for legal, governance, risk, and compliance.
Prior to DACC, Humaid was the first lawyer to work for the UAE General Civil Aviation Authority where he was involved in a number of legislations related to the aviation sector.
He also served as a member of the Commission of Experts of the Supervisory Authority of the International Registry (CESAIR) under the International Civil Aviation Organization (ICAO).
Humaid is currently a member in the Air Law Group Committee under the Royal Aeronautical Society, and a member of the Advisory Council for All Moonkind, Inc.
Humaid completed his Bachelor of Laws from the University of Sharjah, and he is the first Emirati to obtain an LL.M. in Air and Space Law from McGill University.
Board Director Group Finance Director DACC
Ailis Nelson is a chartered accountant (ACA) with over 10 years’ experience in industry, audit and corporate finance. She joined Dubai Aviation City Corporation in 2016 as the Group Finance Director for DACC . In this role she is responsible for Corporate Finance (including financial reporting) and Tax matters across the DACC Group, including Dubai South, Dubai Airports Corporation, Dubai Air Navigation Services and Dubai Aviation Engineering Projects. The key operations of the group include the development of 145 sq. km city including aviation, logistics and residential districts as well as the development of the world’s largest airport (Al Maktoum International Airport). The group also includes the current Dubai International Airport, together with a wide variety of underlying activities such as hospitality, facilities management and air navigation services.
Prior to joining DACC, she was employed by PwC based in the Middle East after being based in the UK, working with clients across the World.
Ailis’s previous experience has included auditing of a wide range of groups, consulting on restructuring projects (aimed both at reducing risk and improving profitability) and has also led a number of listings, mergers and acquisitions.
Ailis has diverse experience of multinational listed groups as well as large Dubai-based entities. She has detailed experience of complex accounting matters including treatment of Islamic Financing, IFRS conversion, Deep Discounted Bonds, Complex Securitisation arrangements, incomplete records and derivative transactions.
Ailis holds a BA Honors degree from Kings College London and was a founder member of the Middle East Aviation Group at PwC where, working with other aviation experts provided insight both within the region and outside.
